US' Tillerson arrives in Philippines for ASEAN Forum

North Korea on Monday condemned the sanctions as violating "our sovereignty and our right to survive and develop", and said it wouldn't negotiate while it was threatened by the US. He's not specifying what those are.

And speaking at the Association of Southeast Asian Nations (ASEAN) meeting in Manila, North Korea's Ri said his country would "teach the U.S. a severe lesson" if it used military force against the country.

Weapons experts say the two intercontinental ballistic missiles (ICBMs), fired on July 4 and July 28, were theoretically capable of reaching the mainland United States.

North Korea, though not a member of the ASEAN, is part of the ASEAN Regional Forum (ARF) - an annual meeting of ASEAN and other countries including U.S., Russian Federation and Japan.

"It's an insult to the global community as a whole, and it's a threat to peace and stability of the region".

US Secretary of State Rex Tillerson on Sunday stressed the importance of its affiliation with the 10-country Association of Southeast Asian Nations.

"The US should aim for peace and co-existence rather than geopolitical dominance", the influential newspaper said.

Representing the United States at the dinner was Susan Thornton - acting assistant secretary of State for East Asia and Pacific Affairs.

The North Korean government said in a statement that the sanctions were a "violent infringement of its sovereignty" drawn up by a "heinous U.S. plot to isolate and stifle" the country.

The resolution also prohibits any new joint business ventures with North Koreans, limits existing ones and blacklists 13 new North Korean individuals and entities, including its primary foreign exchange bank.

"If North Korea continues to pursue its nuclear programme, which is extremely likely, then it'll just be another failure on the part of the entire worldwide community", Zhang said. She hailed the resolution as the "single largest economic sanctions package ever leveled against the North Korean regime". It is one of the rare regional platforms where the North sends its top representative.

"In addition to supporting ostensibly legitimate businesses like ginseng sales and restaurants, these embassies act as control centers for the North's regional smuggling networks and other plainly illicit operations", King said.

The statements from Pyongyang come after its first direct statement on Monday regarding the United Nations sanctions package, criticising those measures and threatening to retaliate against the US.

But scholars suspect a USA role.

"Sanction is necessary, but sanction is not the ultimate goal", Wang told reporters.

Speaking to reporters after the council vote, Washington's ambassador to the UN Nikki Haley said "what's next is completely up to North Korea".

But the U.S. envoy still wants to ensure that China, in particular, is ready to rigorously enforce the new trade bans and that Russian Federation remains committed to the embargo despite other differences with Washington.

There was no direct reaction from North Korea to Tillerson's remarks but in a statement after the USA secretary of state made his comments, Pyongyang responded robustly to the new sanctions by saying it was ready to teach the United States a "severe lesson" if it attacked. She says the USA rejects any "moral equivalency" implied by that proposal.

South Korea's foreign minister joined her counterparts from the U.S. and Japan yesterday for a meeting in Manila in which Tillerson touted efforts to persuade nations to stop using North Korean labor.

Last week, Tillerson said North Korea needed to cease both its missile launches and nuclear weapons tests for talks to begin.

Wang also pressed for a restart of six-party talks involving North and South Korea, the U.S., China, Russia and Japan.

Mr Tillerson's comments, made at a regional security forum in Manila, were the latest USA attempt to rein in Pyongyang's nuclear and missile program after months of tough talk from President Donald Trump.

The US has drafted a new United Nations resolution that could slash up to $1 billion from Pyongyang's export which diplomats say could be presented any moment before the Security Council for a vote.

Ri said in the Monday statement that the nuclear program is for potential self-defense "in the face of a clear and real nuclear threat posed by the U.S". Tillerson says he and the South Korean diplomat plan to discuss the sanctions during their meeting, along with next steps to pressure the North. However, in a characteristically fiery editorial before the latest sanctions were approved, the North's ruling party newspaper Rodong Sinmun warned against the U.S. aggression.

And now that it's done so, Beijing is also suggesting, it's time for South Korea, too, to do its part.

The meeting comes as the USA and Asian nations join together to try to step up Pyongyang's economic and diplomatic isolation.
