Raimondo: Senate GOP health care bill would be 'devastating' to RI

Not to pursue partisan plans to make things worse for families.

Pres. Trump has thus far failed to herd the various Republican factions into supporting the bill.

Five GOP senators had said they would refuse to bring McConnell's bill to the Senate floor: Dean Heller of Nevada, Rand Paul of Kentucky, Ron Johnson of Wisconsin, Susan Collins of ME and Mike Lee of Utah in saying they would refuse to bring the bill to the Senate floor.

SHAPIRO: Enough Republicans were threatening to vote against the bill if it was brought to the floor, so McConnell was forced to delay the vote until after the Fourth of July holiday.

Even President Donald Trump, after he summoned GOP senators to the White House on Tuesday, openly questioned whether Republicans will ever live up to one of the central tenets of their party's orthodoxy by "repealing" what they deride as Obamacare.

When Trump pointed to the Obamacare repeal bill that passed the House of Representatives in May and branded it "mean", McConnell came under pressure to negotiate a less austere measure. If he comes along, no matter what concessions he gets, it's going to play like a climb-down. Most wore grim expressions. "I was busy until late last night", said Sen. Marco Rubio of Florida, the president spoke of "the costs of failure, what it would mean to not get it done - the view that we would wind up in a situation where the markets will collapse, and Republicans will be blamed for it and then potentially have to fight off an effort to expand to single payer at some point".

The bill has many critics and few outspoken fans on Capitol Hill. McConnell promised to revisit the legislation after Congress' July 4 recess. "This will be great if we get it done, and if we don't get it done it is just going to be something we aren't going to like".

It hasn't been easy, as adjustments to placate conservatives, who want the legislation to be more stringent, only push away moderates who think its current limits - on Medicaid for example - are too strong.

As senators boarded a bus to head for the White House later, they were greeted by protesters for Planned Parenthood, who had dressed up as characters from the dystopian novel and television show "The Handmaid's Tale".

In 2008, after the first House vote on the Wall Street funds failed, McConnell and Reid, D-Nev., worked in secret and, after everyone else went home, introduced a new bank bailout that also included billions of dollars in popular, must-pass tax breaks.

This strong opposition is well placed, as is Collins' unusual move to oppose beginning debate on the bill because it is so flawed. You could say that that is so much money that people are going to complain about paying for it, whether it's through federal income taxes, state taxes, Social Security taxes or insurance premiums.

"It's simply not the answer", Heller said at a news conference alongside Nevada Gov. Brian Sandoval in Las Vegas.

The polling seems to send a very clear message: The public doesn't want this bill.

McConnell has run roughshod over legislative norms before now, and top Senate Democrat Chuck Schumer warned his rival may reach into his political playbook and "cut backroom deals" with Republicans on the fence.

But McConnell is finding it hard to satisfy demands from his diverse caucus.

Earlier Tuesday, Capito said she is "concerned with the bill in its present form", but she did not say how she would vote.

The Senate draft would save some US$321 billion (RM1375 billion) in federal spending over the 2017-2016 period, according to the Congressional Budget Office (CBO).

With mounting defections within the GOP caucus over the bill, leaders chose to delay a vote on the legislation until after Congress returns from next week's July Fourth recess.

The 22 million extra uninsured Americans are just 1 million fewer than the number the budget office estimated would become uninsured under the House version.

"This bill is not a full repeal; this bill is not a full replace; what this bill is is mostly just a Medicaid reform package", GOP Sen.
