Health care bill could cost Hawaii billions in Medicaid

To recap, the Senate received the House-passed American Health Care Act in May.

"I think, in the end, this is going to come down to some compromise and the Senate listening to everyone", Perry said. Trump has called the House bill "mean" and prodded senators to produce a package with more "heart".

If Republicans are unsuccessful in their efforts to repeal the law, 37 percent said they would blame the GOP majority and 23 percent said they'd blame Democrats, who are in the minority. John Thune of South Dakota told reporters later.

The Medicaid cuts and projected coverage losses under the Senate measure have cast doubt on whether Republican leaders will be able to muster enough votes for passage.

But McConnell is finding it hard to satisfy demands from his diverse caucus. Sens. Ted Cruz (R-TX) and Mike Lee (R-UT), for example, would like the bill to place more emphasis on allowing individuals to build tax-free health savings accounts (HSAs). Sen.

The Senate Republican bill would reduce spending on Medicaid by $772 billion, lowering state payments until 2025, when the deepest cuts are slated to take effect, according to a cost estimate by the nonpartisan Congressional Budget Office.

Paul said President Trump and other conservative Republican lawmakers promised in rally after rally past year that if elected, Republicans would repeal ObamaCare.

But Trump also conceded the possibility that the health bill wouldn't pass. As Bloomberg's Francis Wilkinson points out, the BCRA "will transfer hundreds of millions of dollars from poor and middle-class people, in the form of health care, to rich people in the form of tax cuts".
